NATCA Member Dues Reimbursement Form

NATCA Dues Reimbursement

 

BACKGROUND:

In September of 2006, the FAA imposed pay rules on the Air Traffic Controller Specialist, NOTAM Specialist, and Traffic Management Coordinator/Specialist bargaining units. At that time the Agency changed the amount it collected for dues payment from 1.5% of the bottom of the pay bands of the 2003 Agreement to 1.5% of the bottom of the 2006 imposed pay bands. Due to litigation on the imposition, NATCA required the FAA to recalculate their collection of dues and return to 1.5% of the last ratified pay bands. In March of 2007, the FAA started its compilation again at 1.5% of the 2003 pay scales. The impact of that required some members to pay more in dues than 1.5% of their base pay. The impact was approximately $7 to $18 per pay period depending on the developmental stage and the locality pay of the member. The NATCA National Executive Board passed and the National Convention subsequently endorsed a reimbursement program for members who fell into this category.

REMEDY:

If you are entitled to a dues reimbursement, please obtain a form at http://www.natca.org/assets/Documents/mediacenter/DuesReimbursementForm.pdf . You must send this form and your Leave and Earnings statement for all of the pay periods for which you want reimbursement. Entitlement period is Pay Period 6 of 2007 to present. Once we receive your paperwork it will be more than a month before you receive reimbursement into the account you provided on the form.

 

PROGRAM TERMINATION:

As of January of 2010, the FAA and NATCA will be operating again with a negotiated, rather than imposed pay system. The FAA should begin collecting dues at the accurate rate for all members, which will vary based upon whether employees are in the 2012 or transitional pay bands in 2010 and 2011. Thus all will be paying dues at the correct amount under the NATCA Constitution and Standing Rules. We are cautiously optimistic that the FAA will implement the dues collection right and we will not have to reimburse dues as all will be paying 1.5% of the appropriate pay band. If the Agency does not implement correctly then we will continue the dues reimbursement program until they do so. Once all dues are being collected accurately the NEB will decide on when it will terminate the reimbursement program and how long members who are eligible but who have not yet requested reimbursement have to submit new requests.

NATCA has decided to reimburse the dues overpayment made by controllers whose pay is set below the bottom of the old pay band, which took effect in Pay Period 6 of 2007, on a quarterly basis. In order to accomplish this by electronic transfer, it is essential we receive your individual banking information. 

Please complete and return the “NATCA Dues Reimbursement Form” (see link below letter) to the NATCA National Office as soon as possible. You may either fax the completed form to 202-628-9558, scan/e-mail it to forms@natcadc.org, or return it via mail to the following:

Should you desire NOT to receive your reimbursement of the dues overpayment, please check the appropriate box on the form.  All monies not reimbursed to members will be marked for use as part of the NATCA general funds. 

Please remember, you will not be reimbursed unless you must return the Reimbursement Form.
